Il calo del traffico della Deutsche Reichsbahn portò al ritiro di molte locomotive. Il Gruppo 118, che era stato indispensabile fino a poco tempo prima, fu il più colpito. Anche la crescente elettrificazione della DR aveva causato una diminuzione del Gruppo 118 in servizio rispetto agli anni precedenti. Tuttavia, alcune locomotive dell'ex V 180, ribattezzate Gruppo 228 il 1° gennaio 1992, sarebbero state utilizzate a lungo termine sulle linee ripide della Turingia. Alcune locomotive del Gruppo 228.6-8 sono state mantenute dalla DB AG fino al 1998.
